MINUTES OF THE REGULAR MEETING
OF THE HARBOR WATER P.U.D.
November 14, 2024
The regular meeting of the Harbor Water P.U.D. Board of Directors was called to
order by Chairman Dan Fraser at 4:00 pm, November 14, 2024, in the administrative
building, at 98069 W. Benham Lane Harbor, Oregon
Board Attendance was taken
President: Dan Fraser “present” Vice President: Tom Beene “present”
Board Member: Jim White “present” Board Member: Herman Bloemsma “present”
Board Member: Bill Frye “present via zoom.” Superintendent: Ken Burshem “present”
District Manager: Ami Arneson “present” Office Staff: Ariel Poston “present.”
Engineer: Matt Robart “present”
Pledge of Allegiance was said.
No Modifications, Additions or changes to the agenda, or conflicts of interest
stated. Beene made a motion to accept the agenda, White seconded, Roll Call – All in
favor.
Minutes from the previous board meeting on October 10, 2024, were reviewed.
Beene made a motion to accept the minutes, seconded by White, Roll call – All in favor.
November 2024 current bills, in the amount of $103,207.29 were presented,
discussed, and approved. Beene made a motion to accept and pay the bills, seconded
by White, Roll call - All in favor.
Items For Action:
All we need to do now is wait for the title company to finish the Jodel/Crown Terrace
easement policy. All sides are prepared to sign.
Superintendent Report:
Burshem reported Stadelman Electric is still working on the Ranny collector.
He’s almost completed phase one. Burshem is still collecting bids for tank work. The
board gave Burshem some website ideas to post the bid announcement. The cathodic
protection in the fish tank is fried. One motherboard repair will be covered by Harbor Water,
while the other will be covered by Corppro, because the technician fried the other during the
testing process.
The approximate cost is $20,000.00. Burshem is also seeing more of the old service
lines failing. In the future, he’d like to relocate and upgrade some of the water lines.
District Manager Report:
Arneson reported the board training is still a go for December 14, 2024, 9:00 am
– 12:00 pm with SDOA. Harbor Fire Department would like to move forward with the
removing of the fir trees. A new leak notification letter was reviewed by the board.
Bloemsma made a motion to approve the new leak notification letter seconded by
Beene, Roll call – All in favor.
Poston reported that we have been approved to have a .GOV domain. This will provide
a more secure webpage for our customers. She has reached out to SDOA for help
going forward. At this point we are tabling the new computer program. The field logic
needs to be updated also. This is the company used for doing the reading of the
meters. Once the testing of the new replacement is completed, we will know which
program for the office will work best.
Engineer:
Robart continues to provide FEMA with the requested information. It’s a slow
process, but we seem to be on target still. The new ordinances were discussed. There
are too many corrections to go over at the meeting. The board and Burshem will meet a
couple of times to edit / revise the ordinances before the December meeting.
